Proposal
Review Procedures
~ Proposals which have
met all the aforementioned criteria will be investigated throughout
the summer. Proposals are evaluated according to the following
criteria:
1. The stability and
integrity of the sponsoring organization;
2. The capabilities
and experience in the field of the persons responsible for
the realization of the proposal;
3. The financial strength
of the prospective grantee (based on an analysis of its
annual reports and budget information), including an assessment
of the group's ability to continue to grow and develop;
4. Whether the proposal
duplicates or works in conjunction with similar projects,
and whether the project meets a demonstrated need; and
5. Whether the project
will receive continued support from the community.

When
appropriate, an on-site visit or office interview will be
scheduled. As a proposal continues through the evaluation
process, a detailed report will be prepared by the Foundation
Manager, who makes final referrals to the Board of Directors
for its consideration.

Prospective
grantees will be advised within three weeks after the meeting
of the Board of Directors in November of the action on their
proposal.

The
Foundation expects recipients of grants to make periodic information
progress reports, and, at the termination of the project,
to submit a narrative report and statement of disbursements.
Unless distances render it impossible, a Foundation representative
will make periodic site visits and/or request periodic meetings
at the Foundation's offices to monitor the grant in progress.
Major changes in program and funding during the year must
be submitted in written form to the Board for approval. All
unexpended funds given to a specific project MUST be returned
to the Foundation.

If
a request is denied, an applicant may submit a new application
for funding the following year, but it must be an updated
application and not a request to reinstate a prior application
which has been acted upon by the Directors.
Communication
with individual Directors of the Foundation will not be of
assistance to the applicant and is not encouraged.
